Not all villains are inherently evil. Sometimes they are just people, forced into circumstances that require them to make undesirable choices. Why does your villain feel obligated to walk the path they do? What forces them to persist on a road they detest? Humanizing villains often involves exploring their inner conflicts and the struggles they endure which lends them a degree of sympathy from readers.
