Realm of Mystic Rules

Design a fantasy world and elaborate on the distinctive, magical laws that govern it.

This prompt utilizes the common fantasy element of magic but with a unique spin. You aren’t simply writing about a world where magic exists; you are fabricating the laws that govern magic in this realm, opening up layers of complexity and questions. Are these laws unchangeable or malleable? Who enforces these laws? Do they affect common people or only a certain section? The possibilities are endless.
